This brief discusses the importance of increasing urbanization and the need for integrating cities into the global governance structures and processes in the 21st century. The author holds that even though changes in global governance are afoot, the world's foreign, security and development policy communities have yet to grasp the full significance of urbanization. He suggests a Westphalian-Plus architecture of global governance which would also include cities as powerful non-state actors.
