This report highlights the realistic security roles and capabilities Japan should pursue in order to protect its interests and ideally those of the United States. In practical terms, this means that Tokyo should assume a more active role in regional security affairs over the next 10-15 years, but only as a contributor to the wide-ranging functions already being provided by the US. Within this broader context, “a more active role" could involve taking the lead in organizing multilateral responses to burgeoning regional security challenges.
