It's widely believed that the EU suffers from a democratic deficit, but there is no agreement on its true nature. This paper 1) takes on the definitional task by highlighting the institutional-constitutional and social-cultural dimensions of the deficit; 2) looks at the many crises the EU has encountered and how they have shifted its seeming legitimacy over time; and 3) contemplates several democratic decision-making models that might help Brussels operate more transparently.
