In light of US Secretary of State John Kerry’s recently stated “Plan B” to partition Syria along ethno-religious lines, this paper wonders whether there is a nascent post-Westphalian concept of sovereignty in the works. Well, at a minimum, such thinking permits large, multi-ethnic states such as Russia and China to tweak Washington's nose, specifically by reminding it of the secessionist undercurrents that exist in Texas and other areas in the American Southwest.
