This brief argues that NATO should create a maritime framework for the Baltic Sea region. Such a structure would 1) reinforce the Alliance's integrated deterrence and reassurance strategy for the area; 2) blunt Russia’s emerging Anti-Access/Area-Denial (A2/AD) capabilities in Northern Europe; 3) enable NATO-based sea and air control; and 4) beef up a variety of Alliance military capabilities (ISR, electronic warfare, precision engagement, and rapid reinforcement).
