What can we learn from the history of conflict in Afghanistan and Pakistan? According to this paper, one insight is that the irreconcilable individuality of Pushtun and Baluchi tribes has consistently inspired resistance against attempts by foreign invaders to centralize authority. The text's author concludes by outlining what this might mean for the US' position in Afghanistan. He suggests that while there is still a chance for the US and NATO to reach out to local leadership to resolve the current conflict, such a task will require a lot of skill and two generations to complete.
