This paper examines the state of US-Libyan relations between 2003 and 2006. The author gives due credit to improvements that have occurred while also noting remaining obstacles. To overcome these, he offers a set of suggestions on how the normalization process may be completed to mutual benefit, including the removal of Libya from the list of state sponsors of terrorism and the lifting of economic sanctions.
