This paper describes how continued human rights violations and large-scale corruption have endangered Burundi's national transition process since 2005. The author explains how the lack of political progress has directly affected refugees and internally displaced persons in Burundi and caused other humanitarian problems. The paper states that a concerted effort must be made by donors to engage in a constructive dialogue with the government authorities so as to jointly explore the types of development assistance needed to promote economic reconstruction, the consolidation of the peace process, the accommodation of refugees and displaced persons, and the improvement of administrative performance.
