This publication offers a transcript of Dr. Peter Roell’s presentation on China’s Maritime Silk Road at a joint conference in Naypyitaw, Myanmar entitled “The Maritime Domain in a Rapidly Changing World: Challenges and Opportunities in Asia and the Pacific.” In his statement, Roell specifically focuses on: 1) The role of History and Geography within China’s contemporary maritime policy; 2) New Developments in the East and South China Sea between 2016 and 2017; 3) ASEAN’s Reaction to both the Court of Arbitration’s ruling in favor of the Philippines as well as the recently adopted Code of Conduct; 4) The European Union and Germany’s Maritime Interests in Asia; and 5) Power Projections in Asia and Beyond. He concludes with a set of twelve recommendations aimed at improving regional cooperating and reducing lingering tensions.
