As this paper sees it, energy is one of the sectors in which EU–Turkey cooperation could possibly lead to a broader ‘convergence’. There are roadblocks in place, however: 1) Turkey’s uncertain natural gas policies and its undefined commitment to other options, including renewables and nuclear power; 2) the doubtful ability of the EU to balance sustainability, competitiveness and security-of-supply; and 3) the unclear growth trends of Europe and the Middle East. Ultimately, what both actors need is a strong policy boost to an energy framework that will set them on a common path towards convergence.
