As the author of this text notes, the above strategy involves three stages – detection, prevention and de-radicalization. Although the framework may indeed be functional, the problem is that the French Interior Ministry has adopted a centralized approach to implement it, which isn’t compatible with 1) managing the diverse profiles of at-risk individuals, and 2) coping with the divisions of opinion that exist over the role of Islam within French society.
