Tactical nuclear weapons are becoming more precise and sophisticated, which in theory means they will strengthen deterrence among the major nuclear powers. This text’s author, however, begs to differ. The advances could make these low-yield weapons more ‘usable’ in a wider variety of scenarios, and thereby potentially endanger strategic stability and encourage arms racing. Further, we don’t have a good handle on 1) how these weapons will interact with advanced conventional munitions, and 2) how the international community will incorporate “TAC nukes” into future arms control efforts.
