This paper reviews North Korea's situation, outlines the country's options in diplomacy with South Korea and the US and assesses the policy of South Korea's president Kim Dae Jung. The paper comments on both Koreas' tentative engagement with each other and with international actors and the impact of the June 2000 summit. It also sheds light on the genesis of the Sunshine Policy.
