This publication examines the state of tactical nuclear weapons (TNW). It first defines what is meant by the term and summarizes the history of TNWs. The authors then discuss the state of TNWs in the US and Russia. They draw a synthesis on what to do with the TNWs and how to limit them, and offer a specific three-stage proposal.
