This publication examines relations between the US and Panama after the end of its "special relationship." The authors regard this end to have occurred at the same time as Panama took over the entire control of the Canal. The paper outlines the transition phase and the remaining challenges, pointing in particular to the problems of unexploded ordnance and economic insecurity in Panama.
