This bulletin is adapted from a speech given by General Klaus Naumann at a joint Atlantic Council/National Defense University conference titled "Implementing the ESDP: The Transatlantic Dimension." He argues that while the goals agreed to at the 1999 Helsinki European Council will strengthen both the EU and NATO, they will not be realized without a focus on development of specific capabilities. He suggests detailed steps, including the development of technologically advanced command and control structures, intelligence capabilities and the support infrastructure necessary to field a credible expeditionary EU force.
