This paper discusses politics in Taiwan under the administration of Chen Shui-bian. The authors argue that the Chen administration has been unable to engineer a return to strong economic growth, formulate a coherent policy toward China or to project the image of a united and effective leadership. The paper concludes that conflicting perspectives on national identity have made it harder to forge a consensus on national goals and policies.
