This paper explores the role that security cooperation can play in the struggle against terrorism and related non-state or transnational threats. The author examines the nature of the threats facing the US and its partners, and offers a revised definition of security cooperation. Furthermore, he presents a model for an integrated security cooperation strategy which would go beyond simply calling for improved interagency coordination, and concludes by examining some of the obstacles to implementing such a strategy and what can be done to overcome them.
