This paper analyzes how the Kosovo crisis and NATO action affected public opinion in Russia on the prospects for US-Russian relations. The author argues that international organizations such as the UN and the OSCE have shown severe limitations in their abilities to handle them. He states that the Kosovo crisis of 1999 will have a long-term negative effect on US-Russian relations and the further evolution of European security as well as on the roles of the UN and the OSCE in resolving problems on the European continent, including the Balkans and post-Soviet space.
