This paper addresses different views on national missile defense. The authors examine the changing nature of the ballistic missile threat to European countries and the US. They also discuss different strategic and policy responses to this threat and to the prospects of proliferation of weapons of mass destruction. The authors conclude by giving policy recommendations on how to deal with these problems.
