As the author of this paper sees it, Europe’s cross-border terrorist threat requires 1) a “homeland security alliance” that spans across the entire region; 2) the leveraging of advanced digital technology; and 3) a common European anti-terrorism strategy that’s based on consolidated funding. Absent these measures, there is little chance that countries with long and highly permeable coastal borders will be able to manage the protection challenge by themselves.
