This paper explores the security implications of how water is distributed in Tibet and its immediate neighborhood. More specifically, the text’s author contends that severe water shortages in Northern China, which have already precipitated the South-North Water Diversion Project, may lead to further diversions of Tibet’s water, and thus redirect it from India, Bangladesh, and Myanmar. Given that India also has severe drought problems, building hundreds of new dams on both sides of the disputed Sino-Indian border could enhance the risk of a military confrontation between these powers.
