This paper assesses the EU’s relations with Sub-Saharan Africa (SSA), specifically in the fields of peace, security and development cooperation. The text first looks at the complex and multi-layered development ties that Brussels has with SSA, to include the agreements that exist and the issues that persist. (The latter center on trade liberalization and the conditionality imposed on African states in order to incentivize democratic governance.) The text then looks at the stability issues that bedevil SSA and are a major concern for EU Member States, which continue to feel the ill effects of irregular immigration; drugs, arms and human trafficking; and terrorism and organized crime.
