This brief discusses how the US can best help protect the security of its Eastern European allies in the face of a hegemonic Russia. Instead of permanently basing US forces in the region, as some analysts have suggested, the brief’s author advocates a defense strategy that integrates rotational force deployments with military modernization efforts, greater investments in deterrence, and the codification of quick reinforcement mechanisms. Finally, the author discusses the relative advantages and risks of implementing his strategy and recommends a set of initiatives which Washington and its allies should pursue if the strategy is to work.
