This resilience-centered paper advocates greater cooperation between NATO, the EU and ASEAN on countering hybrid threats and responding to natural disasters. In the case of ASEAN, the text’s author wants it to both solidify and diversify its “One Asia, One Response” approach to joint disaster relief and emergency management. In practical terms, that includes linking with Europe to 1) weave persistence and resilience together; 2) interconnect with a wide spectrum of international, civil and private actors; and 3) improve everyone’s disaster management skills, primarily via expanded education, greater experimentation and robust exercises.
