This report mulls over the conditions under which a near-term global Water Grand Strategy (WGS) might be created and implemented in the United States. The text’s authors first explain that although numerous American organizations are diligently working to resolve water-related problems throughout the world, no overarching policy or vision links their efforts together, which then undermines the goals they’re trying to achieve. In response to this problem, the authors 1) explore the desired ends of a WGS; 2) outline a stakeholder-driven process for forging a “Whole of America” water strategy; and 3) address the key implementation challenges WGS advocates currently face.
