This paper discusses a draft security strategy for Germany developed by the parliamentary group of the CDU/CSU party. The author argues that security threats such as terrorism, proliferation, dependence on energy and raw materials, or the consequences of climate change require an overarching concept integrating all fields of security policy. The paper concludes that democratic and constitutional values offer an excellent basis for a successful security policy and, at the same time, a great opportunity to take a pro-active role in shaping globalization.
