This article analyzes how India's security forces (the police, army, navy and National Security Guard) responded to the infamous November 2008 Mumbai terrorist attack. The text's author particularly emphasizes 1) the poor cooperation demonstrated by government forces during the assault; 2) how the absence of a coherent counterterrorism public relations doctrine contributed to the large-scale disruption that occurred; and 3) the "lessons learned" the Indian government could apply in future urban terrorist sieges.
