This paper discusses Russia's foreign policy under President Vladimir Putin, with a particular emphasis on 1) how the Kremlin has prioritized its Shanghai Cooperation Organization (SCO) interests over its UN Security Council ones, and 2) how Moscow is relying on three particular vehicles -- its energy supplies, financial/economic tools, and military might -- to re-assert itself as an imperial power against the EU, and in the Middle East and Asia.
