This report proposes to adopt a new diplomatic strategy under US President Barack Obama to end the nuclear threat emanating from North Korea. It offers strategic recommendations to achieve a comprehensive settlement in Korea, including the appointment of a special envoy, the conclusion of a denuclearization agreement and other accords as well as the offer to recognize North Korea diplomatically.
