A collapsing health care system, sky-rocketing inflation and crippling state control are just some of the reasons behind the country’s unprecedented troubles. Yes, troubles that won’t be resolved unless the Chavista government and its opponents accept externally mediated negotiations to restore responsible democratic governance.
