This article argues the case for Permanent Structured Cooperation (PESCO) in the EU, which would allow a group of member states to deepen their defense cooperation within the bounds of Brussels’ existing treaty provisions. The virtue of PESCO is that it has the potential to formalize permanent multinational defense frameworks in the EU, and thereby help change mindsets that are presently focused on national defense to those that gear themselves towards common targets.
