This paper looks at the EU’s ‘critical engagement’ with North Korea, which consists of 1) tendering diplomatic support for multilateral peace efforts; 2) providing economic aid to the DPRK; and 3) cooperating with other partners to counter the security threats posed by Pyongyang. The author concludes his analysis by providing policy recommendations that aim to give the EU a voice on the Korean peninsula and help realize nuclear non-proliferation objectives.
