This text argues that if Europe hopes to solve its problems with poor economic growth and high unemployment, it will need to address its problems with public expenditure – i.e., it will have to come clean on 1) why public spending has become higher in the EU than in other countries that have similar levels of economic development; 2) how varying levels of public outlays have impacted economic growth; and 3) what level of public spending is both desirable and achievable.
