This brief contends that in order to check the maritime security threats which have sprung up in Northern, Southern and Eastern Europe, NATO must regenerate its high-end maritime capabilities, including the ability to conduct anti-submarine and surface warfare. To reestablish such capabilities, the text’s author particularly argues that the Alliance should adopt a consortium approach to generating next-step maritime patrol aircraft. Such a step would not only enhance NATO’s deterrence capabilities, it would also enable its members to acquire a range of capabilities and share their maintenance, basing, training and ISR responsibilities.
