This study focuses on the 1994-1996 negotiations that led to the creation of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which has yet to enter into force. The text's author specifically looks at 1) the impetus behind the negotiations; 2) how participating states shaped the talks as they progressed; 3) the issues that dominated the discussions; 4) the events that followed after the CTBT became available for signature; and 5) the lessons we should have learned from these talks.
