With the Paris Agreement on Climate Change entering into force on 4 November 2016, the pact’s signatories will have to get serious about transforming their energy sectors into more efficient, lower-carbon systems. This requirement leads to a big problem, however – most energy growth in the future will be in developing, non-OECD counties. Given this inescapable fact, this paper provides a strategic framework for understanding and addressing the hard energy choices developing countries will have to make in the future, while also expanding access to those who still live without electricity.
