This paper argues that Russia and the so-called Islamic State have incorporated migration flows into their hybrid warfare strategies. The text’s author also explores IS' apparent infiltration of European countries by including terrorists among the mass of migrants fleeing the violence in Syria. He concludes by recommending five ways that NATO and the EU can counter the instrumentalization of migration flows.
