This paper discusses how terrorism and instability in the Middle East are increasingly impinging on China’s overseas interests, particularly in the maritime, energy and human security realms. Given these pressures, China’s rise as a new security actor continues apace and provides the West an opportunity to engage Beijing in a multi-partner world.
