This analysis explores Germany’s aspiration to focus its 2016 OSCE chairmanship on politically reaching out to China, and thereby deemphasize the chair’s normal focus on economic issues. Basically, Berlin sees the OSCE as another vehicle to engage Beijing on next-step foreign policy options in the Middle East and elsewhere.
