According to Benjamin Friedman and Justin Logan, long-term US military dominance generated a grand strategy that presupposes military might is the foundation of American security. The elite consensus that then grew around this strategy created disincentives to analyze its assumptions critically. And since Washington-based think tanks have long stopped thinking about biting the hands that feed them, inertia (and group think) then followed.
