In the case of Africa, this paper argues that the African Peer Review Mechanism (APRM) is the best tool available to monitor the implementation of the UN’s Sustainable Development Goals and the African Union’s Agenda 2063. However, the APRM still has some hurdles to overcome before it can become a truly effective oversight instrument. For example, it needs to 1) resolve its administrative weaknesses and secure funding; 2) conduct more ongoing reviews; 3) garner political support at the national and continental levels; and 4) establish an effective data gathering system.
