The European Council on Foreign Relations (ECFR) is a pan-European think-tank, research institute and advocacy group. Its prime objective is to conduct research and promote informed debate on the development of a coherent, effective, and values-driven European foreign policy. The ECFR Policy Memo Series supports this objective by exploring how internal and external developments both interact with and shape external EU relations.
