The adoption of the new International Health Regulations (IHR) by the World Health Organization (WHO) in 2005 heralded the beginning of a new era in the history of international efforts to fight the spread of infectious diseases. Superseding earlier but rather ineffective efforts at disease control on an interstate level, the new regulations provide a set of measures to contain re-emerging and newly emerging infectious diseases. This research project analyzes the underlying political and conceptual shifts from a health security perspective. It suggests that altered interpretations of risk and security are constitutive for contemporary approaches toward the government of health issues.
