From late 2014 to early 2016 a conflict occurred between the indigenous Tuareg and Tubu tribes in and around the town of Ubari, which is located in Southwest Libya. At the local level, the battle raged over resources and identity rights. Yet as Libya’s rival national governments and outside powers increasingly meddled in the fighting, the Ubari conflict became a proxy war. This report explores the context, events and lingering consequences of the clash over this mineral-rich area.
