This report examines the challenge of integrating the Serb minority in Kosovo more than a year after Kosovo declared independence. It explores ways for the Kosovo authorities and the international presence in Kosovo to approach decentralization so as to encourage Serbs to participate and avoid antagonizing and alienating them.
