This report examines the character and recruitment process of the Muslim insurgency in southern Thailand. The report argues that the insurgency is fueled by young Muslims recruited from Islamic schools in the region and remains largely decentralized and localized in nature. There is, the report states, no evidence that international jihadism is involved in any significant way. The authors conclude that Thai authorities and the central government need to engage with the grievances of the ethnic Malays in southern Thailand and need to address the sources of their anger.
