This report examines the North Korean situation and the state of diplomatic efforts on the peninsula. It examines the details of North Korea's behavior and provides recommendations for policymakers. The authors argue that while the Six Party talks should be pursued again as a means of strengthening the general framework of security in Northeast Asia and as a means of collectively pressuring and inducing the North to behave, the US needs to engage in high-level bilateral talks with the North. Diplomacy, they argue, must be backed by a deterrent force but is still the best option.
