This report examines North Korea's chemical and biological weapons capabilities in the context of its military doctrine and national objectives. The report argues that due to the North's declining conventional arms capabilities, the offensive strategy of the Korean People's Army has become more prominent and may result in a deliberate, accidental or unauthorized WMD attack. The question of sales to third party groups or other states is addressed. The authors emphasize that the international community must prepare for multiple contingencies, including engagement on the broader WMD front with the North's regime.
