This policy briefing warns that the killings of General Batista Tagme Na Wai and of President Joao Bernardo Nino Vieira in March 2009 are an indication the democratic process in Guinea-Bissau cannot cope. The policy briefing argues that the military’s use of force has overwhelmed state institutions. It concludes that both the political elites and the international community must send a strong message condemning the widespread abuses committed by the armed forces.
